(2) HQDA WILL TOPLOAD THE ETS/RCP DATE AND DLSEPR CHANGES IN THE TOTAL ARMY PERSONNEL DATABASE (TAPDB). THESE CHANGES WILL AUTOMATICALLY BE POSTED TO THE DEFENSE JOINT MILITARY PAY SYSTEMS (DJMS), THE DEFENSE ENROLLMENT ELIGIBILITY REPORTING SYSTEM (DEERS), AND THE STANDARD INSTALLATION/DIVISION PERSONNEL SYSTEM (SIDPERS). INSTALLATIONS SHOULD SEE THESE ETS/RCP DATES AND DLSEPR CODE CHANGES REFLECTED IN SIDPERS NOT LATER THAN TEN (10) DAYS AFTER THE EFFECTIVE DATE OF THIS MESSAGE.

(3) EARLY SEPARATION: INSTALLATION COMMANDERS MAY APPROVE AN EARLIER SEPARATION/RETIREMENT/REFRAD DATE, PROVIDED THAT DATE IS NOT EARLIER THAN THE SOLDIER’S ORIGINAL ETS DATE. BEFORE APPROVING AN EARLIER SEPARATION/ RETIREMENT/REFRAD DATE, INSTALLATION COMMANDERS MUST CERTIFY THE SOLDIER HAS COMPLETED ALL OUT-PROCESSING AND ACAP REQUIREMENTS. EARLY SEPARATION SHOULD BE APPROVED ONLY IF RELEASING SOLDIERS DOES NOT REDUCE THE INSTALLATION STRENGTH OF THE AFFECTED MOS BELOW 100% OF ENLISTED DISTRIBUTION TARGETS WITHIN 90 DAYS OF THE REQUESTED EARLY RELEASE. NOTWITHSTANDING THIS PROVISION, SOLDIERS WILL NOT BE HELD BEYOND 20 DEC 03. ADJUSTMENTS TO ETS DATES MUST BE COORDINATED WITH THE INSTALLATION RETENTION OFFICE, WHICH HAS THE CAPABILITY VIA THE RETAIN SYSTEM TO ADJUST ETS DATES, BUT WILL NOT ADJUST THEM TO A DATE THAT IS EARLIER THAN THE SOLDIER’S ORIGINAL ETS DATE.

C. COMMANDERS WILL CONTINUE TO ENCOURAGE QUALIFIED ENLISTED SOLDIERS TO REENLIST OR EXTEND. SOLDIERS WHO ARE NOT REENLISTING MUST BE COUNSELED ON THEIR OBLIGATIONS, BENEFITS AND OPPORTUNITIES AVAILABLE IN THE RESERVE COMPONENTS.

D. CONDITIONALLY PROMOTED AC SOLDIERS WHO ARE AUTHORIZED TO SEPARATE IN CONJUNCTION WITH THIS MESSAGE MAY BE REDUCED IN GRADE IF THEY HAVE NOT COMPLETED THEIR NCOES REQUIREMENT. (D) CDR, AR-PERSCOM (ARPC-CII-S; ARPC-PS), WILL NOTIFY THE DEFENSE MANPOWER DATA CENTER (DMDC) OF REQUIRED CHANGES FOR AFFECTED SOLDIERS. ONCE RECEIVED BY THE DMDC THESE CHANGES WILL BE POSTED WEEKLY TO DJMS AND DEERS.

(2) SOLDIERS WHO REENLISTED AT ANY TIME DURING THE PERIOD OF INVOLUNTARY EXTENSION SHOULD HAVE HAD THEIR ETS DATE CHANGED TO THEIR ACTUAL ETS DATE AS A RESULT OF THE REENLISTMENT.

(3) SOLDIERS WHO DESIRE ADDITIONAL TIME TO ARRANGE THEIR PERSONAL AFFAIRS AND PREPARE FOR SEPARATION MAY REQUEST VOLUNTARY EXTENTION FOR UP TO 90 DAYS BEYOND THEIR ADJUSTED ETS DATE. SOLDIERS REQUESTING SUCH AN EXTENSION OF ETS ARE NOT REQUIRED TO MEET RETENTION CRITERIA OF AR 140-111. HOWEVER, QUALIFIED SOLDIERS DESIRING TO REMAIN ON ACTIVE DUTY/ACTIVE STATUS BEYOND 20 DEC 03 MUST REENLIST. COMMAND INVOLVEMENT IS DIRECTED TO ENSURE INSTALLATIONS COORDINATE ALL OTHER PAY-RELATED ACTIONS WITH THEIR LOCAL FINANCE OFFICE AND TO ENSURE FURTHER COORDINATION WITH THE APPROPRIATE AGENCIES RESPONSIBLE FOR TRANSITION PROCESSING, PRE-SEPARATION COUNSELING, ACAP SERVICES, ID CARDS, AND FAMILY SUPPORT ISSUES.

12. ALL SOLDIERS MUST BE PROVIDED THE OPPORTUNITY TO COMPLETE ACAP SERVICES PRIOR TO THEIR NEW ADJUSTED SEPARATION DATE. PUBLIC LAW MANDATES THAT ALL SEPARATING AND RETIRING SERVICE MEMBERS RECEIVE PRE-SEPARATION COUNSELING A MINIMUM OF 90 DAYS PRIOR TO SEPARATION. DD FORM 2648 (PRE-SEPARATION COUNSELING CHECKLIST) WILL BE USED TO RECORD THE COUNSELING. THE SOLDIER’S DD FORM 214 (CERTIFICATE OF RELEASE OR DISCHARGE FROM ACTIVE DUTY) IS PREPARED AND ISSUED ACCORDING TO GUIDANCE IN AR 635-5 (WITH SPECIAL ATTENTION TO THE REQUIRED ENTRIES IN THE “REMARKS” SECTION [BLOCK 18] OF THE FORM) AND THE APPROPRIATE SEPARATION PROGRAM DESIGNATOR (SPD) CODE IS ASSIGNED IN ACCORDANCE WITH AR 635-5. OF PARTICULAR IMPORTANCE, THE “REMARKS” SECTION (BLOCK 18) MUST CONTAIN THE STATEMENT “RETAINED IN SERVICE ____ (SPECIFY NUMBER OF DAYS) DAYS FOR CONVENIENCE OF THE GOVERNMENT UP 10 USC 12305.”

E. SOLDIERS ARE ISSUED ALL APPROPRIATE CERTIFICATES AND AWARDS.

F. SOLDIER’S ID CARD EXPIRATION DATE COINCIDES WITH HIS OR HER SEPARATION DATE (INCLUDES ID CARDS ISSUED TO DEPENDENTS).

G. SOLDIERS RECEIVE PERSONAL BRIEFING FROM RETENTION MANAGEMENT COUNSELOR.

H. THE TRANSITION TRANSACTION (5010) IS INPUT THE DAY AFTER THE SOLDIER’S SEPARATION DATE.

14. IDENTIFICATION CARDS. ALL INSTALLATION ID CARD ISSUING FACILITIES WILL ENSURE THAT:

A. SOLDIERS WHO ARE RETIRING MUST PROVIDE NEW OR AMENDED RETIREMENT ORDERS IN ORDER TO RECEIVE THEIR RETIREMENT ID CARDS.

B. SOLDIERS WHO ARE SEPARATING FROM MILITARY SERVICE MUST PROVIDE A COPY OF THEIR DD FORM 214 AND RELINQUISH THEIR ID CARDS AND THE ID CARDS OF THEIR FAMILY MEMBERS.

C. IDENTIFICATION CARDS REISSUED TO SOLDIERS AND THEIR FAMILY MEMBERS DUE TO STOP LOSS ARE COLLECTED PRIOR TO RETIREMENT OR VOLUNTARY/INVOLUNTARY SEPARATION FROM SERVICE. COMMON ACCESS CARD (CAC) ID CARDS ARE TO BE HANDLED IN ACCORDANCE WITH RAPIDS TRAINING GUIDE VERSION 6.0. TESLIN TYPE ID CARDS MUST BE DESTROYED.

D. IN CASES WHERE SOLDIER’S SEPARATION OR RETIREMENT DATES IN DEERS DOES NOT MATCH SOURCE DOCUMENTS PROVIDED, DIRECT THE SOLDIER TO HIS OR HER PERSONNEL SERVICE CENTER TO UPDATE THE PERSONNEL DATABASE WITH THE CORRECT DATES.
