1. THIS MESSAGE PROVIDES PROCEDURAL GUIDANCE FOR THE IMPLEMENTATION OF THE RESERVE COMPONENT (RC) UNIT STOP LOSS POLICY IN ACCORDANCE WITH REFERENCE R ABOVE AS IT PERTAINS TO THE UNITED STATES ARMY RESERVE (READY RESERVE). AN RC UNIT IS DEFINED, FOR THE PURPOSES OF THIS POLICY, AS ANY ORGANIZATION/INDIVIDUAL ORDERED TO ACTIVE DUTY UP 10 USC 12302 (PARTIAL MOBILIZATION) AND 10 USC 12304 (PRESIDENTIAL SELECTED RESERVE CALL UP), IDENTIFIED ON THOSE ORDERS BY A UNIT IDENTIFICATION CODE (UIC), OR A DERIVATIVE UNIT IDENTIFICATION CODE (DUIC). FOR PURPOSES OF THIS MESSAGE, THE “ACTIVE ARMY” EXCLUDES SOLDIERS MOBILIZED UP 10 USC 12302 AS WELL AS 12304.

2. THE RULES DETERMINING THE CONDITIONS UNDER WHICH A SOLDIER SUBJECT TO STOP LOSS MAY BE RETIRED, SEPARATED, OR RELEASED FROM ACTIVE DUTY (REFRAD) ARE NOT ALTERED UNDER RC UNIT STOP LOSS. RC UNIT STOP LOSS IS SIMPLY AN ADDITIONAL TRIGGERING MECHANISM TO DETERMINE WHETHER A SOLDIER IS SUBJECT TO STOP LOSS. THIS POLICY COMPLEMENTS AND, IN SOME CASES OVERLAPS WITH, STOP LOSS 4 (REFERENCE Q), WHICH IS A SKILL-BASED STOP LOSS POLICY. A READY RESERVE SOLDIER MIGHT BE SUBJECT TO STOP LOSS BASED ON HIS OR HER MOS OR SPECIALITY, IN ADDITION TO THE RULES FOR RC UNIT STOP LOSS. THE RELATIONSHIP OF THE OVERLAP WILL BE SET OUT LATER IN THIS MESSAGE.

3. THIS MESSAGE DOES NOT PREVENT OR DELAY THE ROUTINE, SCHEDULED REFRAD OF READY RESERVE SOLDIERS SERVING ON ACTIVE DUTY FOR TRAINING (ADT), ANNUAL TRAINING (AT), ACTIVE DUTY FOR SPECIAL WORK (ADSW), ACTIVE GUARD RESERVE (AGR) DUTY (UP TITLE 10 FOR SOLDIERS ASSIGNED TO NON-ALERTED/MOBILIZED UNITS), TEMPORARY TOURS OF ACTIVE DUTY (TTAD), OR THOSE READY RESERVE SOLDIERS SERVING ON EXTENDED ACTIVE DUTY (EAD) UP 10 USC 12301(D). FURTHERMORE THIS MESSAGE DOES NOT PREVENT OR DELAY THE ROUTINE, SCHEDULED REFRAD OF SOLDIERS MOBILIZED UP 10 USC 12302 OR 12304 CONSISTENT WITH POLICY AND STATUTORY TIME LIMITS FOR SUCH MOBILIZATIONS (SEE PARAGRAPH 4F BELOW).

4. GENERAL.

A. EXCEPT AS NOTED IN SUBSEQUENT PARAGRAPHS, ALL ENLISTMENTS, REENLISTMENTS, EXTENSIONS, AND PERIODS OF OBLIGATED SERVICE FOR READY RESERVE SOLDIERS WHO ARE ASSIGNED TO RC UNITS ALERTED OR ORDERED TO ACTIVE DUTY UP 10 USC 12302 OR 10 USC 12304 ARE EXTENDED IAW THIS MESSAGE. THIS APPLIES TO RC UNITS THAT ARE MOBILIZED OR THAT HAVE BEEN ALERTED, BUT NOT YET MOBILIZED, AT THE TIME THIS MESSAGE IS PUBLISHED, AND TO RC UNITS THAT ARE ALERTED OR MOBILIZED AFTER THIS MESSAGE IS PUBLISHED.

B. READY RESERVE SOLDIERS WHO ARE MEMBERS OF ALERTED OR MOBILIZED UNITS AND WHO ARE CURRENTLY RETAINED AS A RESULT OF SKILL-BASED STOP LOSS ARE NOW RETAINED FOR THE PERIOD OF THE UNIT’S MOBILIZATION PLUS 90 DAYS, NOTWITHSTANDING THE 12-MONTH SOLDIER STOP LOSS POLICY (REFERENCE R).

C. READY RESERVE SOLDIERS WHO ARE ASSIGNED TO ALERTED UNITS THAT ARE SUBSEQUENTLY RELEASED FROM THE ALERT WILL BE RELEASED FROM RC UNIT STOP LOSS EFFECTIVE WITH THE UNIT’S RELEASE FROM ALERT STATUS. SEE SUBPARAGRAPH D FOR SOLDIERS ALSO UNDER SKILL-BASED STOP LOSS.

D. READY RESERVE SOLDIERS UNDER SKILL-BASED STOP LOSS PRIOR TO THE UNIT’S ALERT WILL BE INVOLUNTARILY RETAINED TO COMPLETE THE LATER OF THE UNIT’S PERIOD OF MOBILIZATION PLUS 90 DAYS OR THEIR SKILL-BASED, 12-MONTH PERIOD OF STOP LOSS (WHICH BEGINS RUNNING AT THE POINT THAT THE READY RESERVE SOLDIER FIRST BECOMES SUBJECT TO THE SKILL-BASED STOP LOSS POLICY). FOR THOSE READY RESERVE SOLDIERS AFFECTED, SKILL-BASED STOP LOSS RUNS CONCURRENTLY WITH THE RC UNIT STOP LOSS PERIOD.

E. ACTIVE ARMY SOLDIERS PRESENTLY ASSIGNED OR WHO MAY BE ASSIGNED TO USAR UNITS WILL REMAIN UNDER THE ACTIVE ARMY’S STOP LOSS POLICY AND ARE NOT AFFECTED BY RC UNIT STOP LOSS.

F. SOLDIERS MOBILIZED UP 10 USC 12302 FOR OPERATION NOBLE EAGLE (ONE) OR OPERATION ENDURING FREEDOM (OEF) WILL GENERALLY BE MOBILIZED FOR AN INITIAL PERIOD OF 12 MONTHS, BUT MAY BE EXTENDED FOR A CUMULATIVE PERIOD UP TO, BUT NOT TO EXCEED, 24 MONTHS.

5. IMPLEMENTATION:

A. THE ASSISTANT SECRETARY OF THE ARMY (MANPOWER AND RESERVE AFFAIRS) (ASA (M&RA)) IS THE FINAL APPROVAL AUTHORITY FOR ALL MATTERS PERTAINING TO STOP LOSS, EXCEPT AS OTHERWISE DIRECTED BY THIS MESSAGE. REQUESTS FOR WAIVERS/EXCEPTIONS TO RC UNIT STOP LOSS CONTAINED IN THIS MESSAGE MUST BE FORWARDED THROUGH THE CHAIN OF COMMAND TO HQDA, DCS, G-1 (DAPE-MPE), 300 ARMY PENTAGON, WASHINGTON DC 20310-0300. RC UNIT STOP LOSS BEGINS WITH OFFICIAL ALERT NOTIFICATION AND CONTINUES THROUGH MOBILIZATION, DEMOBILIZATION, AND A PERIOD OF 90 DAYS FOLLOWING THE UNIT’S DEMOBILIZATION.

B. ALERT NOTIFICATION. IN ACCORDANCE WITH DCS, G-3, POLICY, UNITS TO BE MOBILIZED FOR OPERATIONS UP 10 USC 12302 AND/OR 12304 WILL GENERALLY BE ALERTED NOT EARLIER THAN 90 DAYS PRIOR TO THEIR PLANNED MOBILIZATION DATE.

(1) IN ESTABLISHING THE ALERT DATE FOR A UNIT, PLANNERS WILL TAKE INTO CONSIDERATION THE UNIT’S READINESS, TIME NECESSARY FOR UNIT MEMBERS TO COMPLETE PRE-MOBILIZATION FAMILY AND HOUSEHOLD PLANNING, EMPLOYER NOTIFICATION, AND ANY OTHER FACTORS THAT MAY AFFECT THE TIME NECESSARY FOR A UNIT AND ITS MEMBERS TO PREPARE FOR MOBILIZATION.

(2) THE ALERT STATUS OF A UNIT WILL EXPIRE IF THE UNIT IS NOT MOBILIZED WITHIN 90 DAYS OF ORIGINAL ALERT NOTIFICATION, UNLESS THE ASA (M&RA) EXTENDS THE PERIOD OF ALERT. REQUESTS TO EXTEND A UNIT IN AN ALERT STATUS FOR MORE THAN 90 DAYS WILL BE SUBMITTED FAR ENOUGH IN ADVANCE TO PERMIT CONSIDERATION AND APPROVAL PRIOR TO THE CLOSE OF THE 90-DAY ALERT WINDOW.

(3) THE ALERT PERIOD WILL BE USED TO IDENTIFY SOLDIERS WHO SHOULD NOT BE MOBILIZED BECAUSE THEY ARE PENDING STATUTORY OR REGULATORY REMOVAL (SEE PARAGRAPH 6 BELOW), SEPARATION FOR THE GOOD OF THE SERVICE, AND TRANSFER OR SEPARATION FOR VALID COMPELLING, COMPASSIONATE REASONS. SOLDIERS SO IDENTIFIED WILL BE TRANSFERRED OR SEPARATED PRIOR TO THE UNIT’S DATE OF MOBILIZATION. THE CHIEF, ARMY RESERVE, IS THE APPROVAL AUTHORITY FOR EXCEPTIONS TO RC UNIT STOP LOSS DURING THE ALERT PERIOD AND DEMOBILIZATION PLUS 90 DAYS. THIS AUTHORITY MAY BE FURTHER DELEGATED TO THE FIRST GENERAL OFFICER IN THE ALERTED UNIT’S CHAIN OF COMMAND.

(4) ACTIVE GUARD RESERVE (AGR) OFFICERS ASSIGNED TO A MOBILIZED ARMY RESERVE UNIT WHO ARE OR WHO BECOME ELIGIBLE TO RETIRE/REFRAD BASED ON 20 OR MORE YEARS ACTIVE FEDERAL SERVICE, WILL AUTOMATICALLY BE EXTENDED THROUGH THE PERIOD OF HIS/HER UNIT’S MOBILIZATION PLUS 90 DAYS.

(5) READY RESERVE OFFICERS WHO MUST BE REFRAD, RETIRED , OR SEPARATED BECAUSE THEY HAVE REACHED, OR WILL REACH, THEIR MANDATORY REMOVAL DATE FOR YEARS OF SERVICE OR AGE WHILE MOBILIZED, AND OFFICERS BELOW THE GRADE OF LTC TWICE NON-SELECTED FOR PROMOTION AND SCHEDULED TO SEPARATE DURING THE INITIAL PERIOD OF MOBILIZATION WILL BE TRANSFERRED/ SEPARATED FROM THE UNIT PRIOR TO MOBILIZATION. OFFICERS BELOW THE GRADE OF LTC, WHO MOBILIZE WITH THE UNIT AND ARE LATER NON-SELECTED FOR THE SECOND TIME WILL BE RETAINED ON ACTIVE DUTY FOR THE PERIOD OF THE UNIT’S MOBILIZATION AND THEN SEPARATED AS REQUIRED BY LAW, UNLESS EXTENDED BY AN ARMY SELECTIVE CONTINUATION (SELCON) BOARD.

(6) READY RESERVE WARRANT OFFICERS IN THE GRADES OF CW2 AND CW3 WHO ARE TWICE NON-SELECTED FOR PROMOTION WILL BE TRANSFERRED FROM THE UNIT PRIOR TO MOBILIZATION OR, IF MOBILIZED AND THEN BECOME TWICE NON-SELECTED FOR PROMOTION, WILL BE RETAINED ON ACTIVE DUTY FOR THE PERIOD OF THE UNIT’S MOBILIZATION AND THEN SEPARATED AS REQUIRED BY REGULATION.

(7) ENLISTED SOLDIERS PROJECTED TO SEPARATE DUE TO ETS, BUT WHO ARE BEING INVOLUNTARILY RETAINED UNDER STOP LOSS BECAUSE THEIR UNIT HAS RECEIVED ALERT NOTIFICATION, WILL HAVE THEIR ETS DATE CHANGED TO THE NOTIONAL DATE OF 24 DECEMBER 2031 (THIS IS AN ARBITRARY DATE TO BE USED FOR IDENTIFICATION CARD ISSUANCE AND TRACKING PURPOSES). UNITS WILL NOTIFY THEIR CHAIN OF COMMAND SO THAT TAPDB-R CAN BE UPDATED TO REFLECT THE REVISED ETS DATE OF AFFECTED SOLDIERS. ALL UPDATES WILL BE COMPLETED PRIOR TO THE UNIT’S MOBILIZATION.

(8) OFFICERS ELIGIBLE FOR VOLUNTARY SEPARATION WILL BE RETAINED UNDER RC UNIT STOP LOSS WITH THE UNIT TO WHICH THEY ARE ASSIGNED.

C. MOBILIZATION. UNITS MOBILIZED UP 10 USC 12304 (PSRC) WILL BE MOBILIZED FOR A PERIOD OF 270 DAYS OR LESS, WHILE THOSE MOBILIZED UP 10 USC 12302 WILL BE MOBILIZED FOR AN INITIAL PERIOD OF 12 MONTHS. THE GENERATING MACOM COMMANDER, (I.E., FORSCOM, USAEUR, USARPAC, USASOC) ICW DCS, G-3, MAY ROTATE MOBILIZED UNITS FOR SUPPORT OF OTHER MISSIONS CONSISTENT WITH 10 USC 12302/12304, TO COMPLETE THE INITIAL PERIOD OF MOBILIZATION.

(1) UNIT MOBILIZATION ORDERS SHOULD BE PUBLISHED NOT LESS THAN 30 DAYS PRIOR TO MOBILIZATION (M-30). FOR EXCEPTIONS DURING MOBILIZATION SEE PARAGRAPH 7C.

(2) THOSE SOLDIERS WHO REQUEST NOT TO MOBILIZE BASED ON FEDERAL CIVILIAN EMPLOYMENT MUST SEEK AN EXCEPTION TO POLICY FROM THE UNDER SECRETARY OF DEFENSE (PERSONNEL AND READINESS). THIS AUTHORITY WILL NOT BE FURTHER DELEGATED. THIS EXCEPTION MUST BE BASED UPON DOCUMENTATION PROVIDED BY THE SOLDIER’S EMPLOYER (I.E., FEDERAL AGENCY) SHOWING A NEGATIVE NATIONAL SECURITY IMPACT THAT WOULD BE CAUSED BY THE SOLDIER’S MOBILIZATION OR RETENTION ON ACTIVE DUTY. ALL EXCEPTIONS TO POLICY REQUESTS FOR FEDERAL CIVILIAN EMPLOYMENT MUST HAVE CHAIN OF COMMAND RECOMMENDATIONS.

(3) FOR ALL OTHER CIVILIAN EMPLOYMENT EXCEPTIONS TO POLICY REQUESTS, SEE PARAGRAPH 5B(3) ABOVE.

(4) COMMANDERS WILL CONTINUE TO ENCOURAGE SOLDIERS TO REENLIST OR EXTEND. SOLDIERS WHO REENLIST/EXTEND AT ANY TIME DURING THEIR MOBILIZATION WILL HAVE THEIR ETS DATES CHANGED TO THEIR ACTUAL CONTRACTED ETS DATE INSTEAD OF THE DATE ESTABLISHED BY PARAGRAPH 5B(7) ABOVE, PROVIDED THE NEW ETS DATE IS BEYOND THE PERIOD OF MOBILIZATION PLUS 90 DAYS.

(5) AFTER A UNIT IS MOBILIZED, REPLACEMENT SOLDIERS WILL BE DRAWN FROM SOURCES TO BE ESTABLISHED BY THE DCS, G-1, IN COORDINATION WITH THE DCS, G-3. TO ENSURE UNIT INTEGRITY, ALL REPLACEMENT SOLDIERS WILL BE SUBJECT TO RC UNIT STOP LOSS WHILE ASSIGNED TO THE UNIT DURING THE PERIOD OF MOBILIZATION, WITH THE EXCEPTION OF ACTIVE ARMY SOLDIERS, WHO ARE NOT SUBJECT TO RC UNIT STOP LOSS (SEE PARAGRAPH 4E). REPLACEMENTS WILL BE SCREENED PRIOR TO THEIR ASSIGNMENT TO AN ALERTED OR MOBILIZED UNIT TO ENSURE THEY HAVE SUFFICIENT TIME REMAINING UNDER STOP LOSS TO COMPLETE THE MOBILIZATION PERIOD FOR WHICH THEIR UNIT IS INITIALLY MOBILIZED. .

D. DEMOBILIZATION (REFRAD). READY RESERVE UNIT SOLDIERS SUBJECT TO THIS MESSAGE WILL BE INVOLUNTARILY RETAINED IN THE UNIT UNDER THE PROVISIONS OF RC UNIT STOP LOSS FOR AN ADDITIONAL 90 DAYS AFTER THE UNIT’S DEMOBILIZATION AND THE SOLDIER’S REFRAD. DURING THIS TIME, UNIT RETENTION NCO’S AND LEADERS/STAFF WILL ACTIVELY WORK TO RETAIN QUALIFIED SOLDIERS. THIS ADDITIONAL TIME WILL ALSO PROVIDE SOLDIERS WHO ARE ELIGIBLE, AND WHO DESIRE TO VOLUNTARILY LEAVE THE SERVICE, SUFFICIENT TIME TO PROPERLY SEPARATE. ACTIVE ARMY SOLDIERS WILL BE REASSIGNED ACCORDING TO THE NEEDS OF THE ARMY. FOR EXCEPTIONS TO POLICY SEE PARA 5B(3).

6. EXCEPTIONS:

A. SOLDIERS IN THE FOLLOWING CATEGORIES WILL CONTINUE TO RETIRE, SEPARATE, OR REFRAD IAW GOVERNING REGULATIONS:

(1) SOLDIERS ELIGIBLE FOR MANDATORY RETIREMENT.

(2) SOLDIERS ELIGIBLE FOR DISABILITY RETIREMENT, SEPARATION FOR PHYSICAL DISABILITY, OR OTHER PHYSICAL CONDITIONS.

(3) SOLDIERS ELIGIBLE FOR SEPARATION FOR THE CONVENIENCE OF THE GOVERNMENT (E.G., SURVIVING SONS OR DAUGHTERS, PARENTHOOD, PREGNANCY, FAILURE TO MEET PROCUREMENT MEDICAL FITNESS STANDARDS).

(4) SOLDIERS ELIGIBLE FOR SEPARATION BECAUSE OF DEPENDENCY OR HARDSHIP.

(5) SOLDIERS WHOSE QUALITY OF SERVICE WARRANTS SEPARATION (E.G., MISCONDUCT, POOR DUTY PERFORMANCE, QUALITATIVE MANAGEMENT PROGRAM (QMP), ALCOHOL OR DRUG REHABILITATION FAILURE, AND PUNITIVE DISCHARGES UNDER THE UCMJ). COMMANDERS ARE NOT REQUIRED TO SEPARATE SOLDIERS FAILING THE APFT WHEN THEY DETERMINE, AS A RESULT OF THE CURRENT SITUATION, SUCH SEPARATION IS NOT IN THE BEST INTEREST OF THE ARMY.

(6) SOLDIERS IN VIOLATION OF THE ARMY’S HOMOSEXUAL CONDUCT POLICY.

(7) SOLDIERS WHO DO NOT MEET BODY FAT STANDARDS. COMMANDERS ARE NOT REQUIRED TO SEPARATE SOLDIERS WHO FAIL TO MEET BODY FAT STANDARDS WHEN THEY DETERMINE, AS A RESULT OF THE CURRENT SITUATION, SUCH SEPARATION IS NOT IN THE BEST INTEREST OF THE ARMY.

(8) SOLDIERS WHO ARE CONSCIENTIOUS OBJECTORS.

(9) SOLDIERS WHO DO NOT MEET MILITARY PERSONNEL SECURITY PROGRAM STANDARDS.

(10) SOLDIERS WHO EITHER THE SECRETARY OF THE ARMY OR ASSISTANT SECRETARY OF THE ARMY (MANPOWER AND RESERVE AFFAIRS) (ASA (M&RA)) HEREAFTER DETERMINES ARE NOT ESSENTIAL TO THE NATIONAL SECURITY OF THE UNITED STATES.

(11) RETIRING AGR SOLDIERS WHO BEGAN TRANSITION LEAVE PRIOR TO PUBLICATION OF THE UNIT ALERT NOTIFICATION BY HQDA WILL CONTINUE TO PROCESS FOR SEPARATION.

B. THE FOLLOWING SOLDIERS WILL CONTINUE TO BE SEPARATED AND/OR REFRAD, IAW GOVERNING REGULATIONS:

(1) SOLDIERS WHO ATTAIN THEIR MANDATORY REMOVAL DATE (MRD) FOR YEARS OF SERVICE OR AGE. ENLISTED SOLDIERS WILL BE MANDATORILY REMOVED UPON ATTAINING AGE 60 OR 30 YRS ACTIVE FEDERAL SERVICE, WHICHEVER OCCURS FIRST. ENLISTED READY RESERVE SOLDIERS SUBJECT TO STOP LOSS WILL NOT BE REMOVED FOR ATTAINING MAXIMUM YEARS OF SERVICE CRITERIA (MYOS) CONTAINED IN AR 140-10 OR REACHING THEIR RETENTION CONTROL POINT.

(2) AFTER ALERT NOTIFICATION, RC UNIT SOLDIERS ON ADT, AT, ADSW, OR TTAD MAY BE RELEASED FROM ACTIVE DUTY PRIOR TO THE UNIT’S MOBILIZATION AND WILL BE MOBILIZED WITH THE UNIT AND SUBJECT TO THE RC UNIT STOP LOSS PROVISIONS OF THIS MESSAGE.

(3) EFFECTIVE WITH THE PUBLICATION DATE OF OFFICIAL UNIT ALERT NOTIFICATION, NO NEW TRANSITION LEAVES WILL BE APPROVED FOR AGR SOLDIERS WHO ARE ASSIGNED TO THE UNIT. AGR SOLDIERS WHO BEGAN TRANSITION LEAVE PRIOR TO THE ALERT DATE WILL CONTINUE TO RETIRE/SEPARATE/REFRAD. ONLY AGR SOLDIERS WHO HAVE CONDUCTED FINAL OUTPROCESSING AND HAVE CLEARED THEIR INSTALLATION TRANSITION CENTER ARE CONSIDERED TO HAVE OFFICIALLY BEGUN TRANSITION LEAVE. ALL OTHER AGR SOLDIERS, AS OUTLINED IN THIS MESSAGE, WILL BE RETAINED.

(4) AGR SOLDIERS WHO ARE MEMBERS OF AN RC UNIT AND SCHEDULED FOR RETIREMENT, SEPARATION, OR REFRAD WHO AS OF THE UNIT ALERT DATE HAVE SHIPPED HOUSEHOLD GOODS, OR HAVE RETURNED THEIR FAMILY MEMBERS FROM AN OCONUS ASSIGNMENT, OR HAVE SHIPPED THEIR PRIVATELY OWNED VEHICLE FROM AN OCONUS ASSIGNMENT, WILL RETIRE/ SEPARATE/REFRAD ON THEIR APPROVED DATE.

7. MISCELLANEOUS.

A. READY RESERVE SOLDIERS SUBJECT TO THIS MESSAGE WHOSE SEPARATION DATES ARE ADJUSTED WILL CONTINUE TO RECEIVE PAY AND ALLOWANCES WITHOUT INTERRUPTION. INSTALLATIONS WILL COORDINATE ALL OTHER PAY-RELATED ACTIONS WITH THEIR LOCAL FINANCE AND ACCOUNTING OFFICE. INSTALLATIONS WILL COORDINATE WITH APPROPRIATE AGENCIES RESPONSIBLE FOR ID CARDS AND FAMILY SUPPORT ISSUES.

B. ALL PERSONNEL WHO WERE PROJECTED TO SEPARATE DUE TO REACHING THEIR ETS AND WHO HAVE AN EXPIRED ID CARD AS A RESULT OF BEING EXTENDED DUE TO RC UNIT STOP LOSS MUST REPORT TO THE CLOSEST ID CARD ISSUING FACILITY TO BE ISSUED A NEW ID CARD BASED ON THE NOTIONAL DATE ESTABLISHED IN PARAGRAPH 5B(7).

C. EXCEPTIONS TO POLICY AFTER THE UNIT MOBILIZES WILL BE PROCESSED AS FOLLOWS: SOLDIERS WHO HAVE COMPELLING, COMPASSIONATE REASONS OR WHOSE RETIREMENT, SEPARATION, OR REFRAD WOULD BE IN THE BEST INTEREST OF THE SERVICE CAN SUBMIT AN APPLICATION FOR EXCEPTION TO POLICY WITH COMPLETE JUSTIFICATION THROUGH COMMANDER, AR-PERSCOM (ARPC-PL), 1 RESERVE WAY, ST LOUIS, MO 63132-5200, TO CDR, PERSCOM, FOR DETERMINATION. FINAL APPROVAL AUTHORITY IS THE COMMANDER, PERSCOM. THIS AUTHORITY MAY NOT BE FURTHER DELEGATED. FOR EXCEPTIONS DURING ALERT AND DURING THE 90-DAY POST-MOBILIZATION PERIOD, SEE PARAGRAPH 5B(3).

D. AT TIME OF RETIREMENT/SEPARATION/REFRAD FOR SOLDIERS WHOSE PERIODS OF SERVICE OR ORDERS TO ACTIVE DUTY HAVE BEEN EXTENDED, UNDER THE PROVISION OF THIS MESSAGE, ITEM 18, DD FORM 214, WILL SHOW THE REMARK, “RETAINED IN SERVICE (SPECIFY NUMBER OF DAYS) FOR CONVENIENCE OF THE GOVERNMENT, PER 10 USC 12305.”
