1. STOP LOSS AND STOP MOVE POLICIES ARE EFFECTIVE ON 13 NOV 03 FOR SPECIFIC CONUS AND OCONUS ACTIVE ARMY (AA) UNITS IDENTIFIED TO DEPLOY IN SUPPORT OF OIF2, OEF5, AND TRANSITION UNITS BETWEEN OIF1 AND OIF2. 3-2ID AND 1-1ID TASK FORCE AND THEIR UNITS ARE SUBJECT TO STOP LOSS/STOP MOVEMENT EFFECTIVE 1 JANUARY 2004. THIS MESSAGE PROVIDES THE PROCEDURAL GUIDANCE FOR IMPLEMENTATION OF STOP LOSS AND STOP MOVE. FOR THE PURPOSES OF THIS MESSAGE, THE TERM “ACTIVE ARMY” MEANS THOSE UNITS OF THE ARMY NOT PART OF THE RESERVE COMPONENTS.
2. STOP LOSS AND STOP MOVE FOR OIF2 AND OEF5 UNITS WILL BEGIN 90 DAYS PRIOR TO THE UNIT’S MAIN BODY ONE DEPLOYMENT DATE AND CONTINUE THROUGH THE UNITS MAIN BODY ONE REDEPLOYMENT PLUS 90 DAYS. WHERE APPLICABLE, OCONUS ASSIGNED SOLDIERS WILL HAVE THEIR DEROS ADJUSTED TO THEIR UNIT REDEPLOYMENT DATE PLUS 90 DAYS, TO INCLUDE THOSE SOLDIERS SERVING UNDER A PREVIOUS INVOLUNTARY FOREIGN SERVICE TOUR EXTENSION (IFSTE).
3. SKILL BASED STOP LOSS FOR AOC 53 (INFORMATION SYSTEMS MANAGEMENT) AND MOS 55D (EXPLOSIVE ORDNANCE DISPOSAL SPECIALIST) IS LIFTED IN ACCORDANCE WITH (IAW) REFERENCED MESSAGE. SOLDIERS WHOSE CONTRACTUAL ETS/ECUR DATE IS AFTER THE IMPLEMENTATION DATE OF THIS MESSAGE AND ARE ASSIGNED TO DEPLOYING UNITS WILL BE AFFECTED BY UNIT STOP LOSS. AOC 53A AND MOS 55D SOLDIERS NOT ASSIGNED TO DEPLOYING UNITS AND SOLDIERS ASSIGNED TO DEPLOYING UNITS WHO HAVE PASSED THEIR CONTRACTUAL ETS/ECUR WILL HAVE THEIR ETS/ECUR ADJUSTED TO 1 MAR 04 OR TO THEIR CONTRACTUAL ETS/ECUR DATE, WHICHEVER IS LATER.
4. REPORTING REQUIREMENTS:
A. MACOMS WILL PROVIDE ALL MAJOR COMBAT REPORTING UNITS (MCRU) UICS TO INCLUDE TASK ORGANIZED UNITS FOR ALL OIF2 AND OEF5 DEPLOYING UNITS. THIS INFORMATION IS CRITICAL TO IDENTIFYING SOLDIERS AS WE IMPLEMENT STOP LOSS/STOP MOVE. MACOMS WILL PROVIDE POCS TO HRC-ALEXANDRIA DCSOPS (CPT STEVE BARKER (703) 325-1926 (DSN 221) OR MR. ROBERT WISETH (703) 325-3483 (DSN 221) ([email protected] VIA SIPRNET WITHIN 48 HOURS OF RECEIPT OF THIS MESSAGE.
B. MACOMS WILL PROVIDE COMMANDER, HRC (AHRC-OPD-M) WITH A BY NAME LIST OF OFFICERS ASSIGNED TO DEPLOYING UNITS BY UIC TO ENSURE THE CORRECT INDIVIDUALS ARE DELETED, DEFERRED, STABILIZED AND/OR HAVE THEIR DEROS ADJUSTED.
C. REPORTING FORMAT – MACOM, MSC, UNIT NAME, UIC, COMPONENT, OPERATION NAME, DATE OF DEPLOYMENT OR PROJECTED DEPLOYMENT DATE. SUBMIT REPORT TO HRC-ALEXANDRIA, DCSOPS, (CPT STEVE BARKER (703) 325-1926 (DSN 221) OR MR. 5. MANNING GUIDANCE.
A. MANNING LEVELS: MANNING LEVELS WILL BE IN ACCORDANCE WITH CSA MANNING GUIDANCE. UNIT STRENGTH WILL VARY BETWEEN DEPLOYMENT AND REFILL WINDOWS. DEPLOYED MCU’S WILL BE MAINTAINED AT SUFFICIENT LEVELS TO ALLOW MCUS TO MAINTAIN P1 READINESS LEVELS. STRENGTH MANAGERS AT ALL LEVELS MUST MAKE EVERY EFFORT TO USE AVAILABLE PERSONNEL IN ORDER TO MINIMIZE READINESS IMPACT ON OTHER UNITS. DEPLOYING NON-MCUS WILL DEPLOY AT A MINIMUM PERSONNEL FILL OF P2 TO THE MAXIMUM EXTENT POSSIBLE AND WILL BE MAINTAINED AT SUFFICIENT LEVELS TO MAINTAIN P2 READINESS LEVELS.
(1) ENLISTED SOLDIERS CURRENTLY ON REENLISTMENT ASSIGNMENT, EXCEPT SOLDIERS PARTICIPATING IN THE BONUS EXTENSION AND RETRAINING (BEAR) PROGRAM OR IDENTIFIED FOR RECLASSIFICATION UNDER THE MOS MEDICAL RETENTION BOARD (MMRB), WILL BE STABILIZED IN CURRENT UNIT AND WILL PCS UPON RETURN FROM DEPLOYMENT.
(2) CROSS-LEVELING: INVOLUNTARY CROSS-LEVELING FROM A NON-ALERTED TO AN ALERTED UNIT SHOULD OCCUR ONLY AS REQUIRED. SOLDIERS WILL BE REASSIGNED AND NOT ATTACHED. UNITS WILL INFORM AHRC, AHRC-EPD-M, OF ALL CROSS-LEVELING ACTIONS AT [email protected] AND/OR [email protected].
(3) ALL OTHER ASSIGNMENTS WILL BE DELETED, DEFERRED, OR STABILIZED UNLESS EXCEPTION TO POLICY GRANTED BY CG, HRC. DETAILED COORDINATION BETWEEN DEPLOYING UNITS AND HRC WILL BE CONDUCTED VIA VTC AND/OR PERSONNEL MANAGEMENT ASSISTANCE TEAM (PMAT) VISITS.
B. STOP MOVE/STOP LOSS WILL MINIMIZE INDIVIDUAL REPLACEMENTS. HRC WILL PROGRAM INDIVIDUAL REPLACEMENTS AS REQUIRED BY ASSIGNMENT TO HOME STATION. MACOMS WILL BE REQUIRED TO COORDINATE MOVEMENT OF REPLACEMENTS FORWARD FROM HOME STATION TO THEATER. LOSSES OF KEY SKILL/CRITICAL LEADERS, WHICH CANNOT BE FILLED BY THE DEPLOYING UNIT, WILL BE REPLACED INDIVIDUALLY, BY EXCEPTION. A KEY/CRITICAL POSITION IS DEFINED AS A UNIQUE POSITION IN A UNIT WHERE ELEVATING A SUBORDINATE TO THE VACATED POSITION IS NOT POSSIBLE OR IS INAPPROPRIATE.
6. PART I FOR ENLISTED SOLDIERS
A. STOP LOSS EFFECTIVE DATE:
(1) SOLDIERS IN UNITS ALREADY AFFECTED BY THIS STOP LOSS ACTION, I.E. WITHIN 90 DAYS TO DEPLOYMENT DATE, WITH ETS OF 27 NOV OR EARLIER WILL CONTINUE THEIR TRANSITION PROCESSING AND SEPARATION AS SCHEDULED.
(2) SOLDIERS WHO ARE PRESENTLY OR WILL BE AFFECTED BY UNIT STOP LOSS WITH ETS DATES OF 28 NOVEMBER 2003 OR LATER, BUT PRIOR TO THE UNIT’S REDEPLOYMENT DATE PLUS 90 DAYS, WILL HAVE THEIR ETS ADJUSTED TO REDEPLOYMENT PLUS 90 DAYS BY HRC.
B. SOLDIERS’ ETS DATES AND DELAY IN SEPARATION REASON CODE (DLSEPR) “S” (STOP LOSS) WILL BE CHANGED IN THE TAPDB BY
HRC. THESE CHANGES WILL BE AUTOMATICALLY POSTED TO THE DEFENSE JOINT MILITARY PAY SYSTEMS (DJMS), THE DEFENSE ENROLLMENT ELIGIBILITY REPORTING SYSTEM (DEERS), AND EMILPO. INSTALLATIONS SHOULD SEE ETS DATES CHANGE IN EMILPO NOT LATER THAN 10 DAYS AFTER THE EFFECTIVE DATE OF STOP LOSS OR WITHIN 10 DAYS AFTER HRC HAS BEEN NOTIFIED THAT THE UNIT HAS BEEN ALERTED FOR DEPLOYMENT. COMMANDERS AND INSTALLATIONS WILL NEED TO SPECIALLY MANAGE THESE SOLDIERS TO ENSURE THEY DO NOT SEPARATE PRIOR TO THE TERMINATION OF STOP LOSS.
C. SOLDIERS WITH APPROVED RETIREMENT/SEPARATION DATES WILL HAVE THEIR SEPARATION ORDERS AMENDED BY THEIR INSTALLATION AND A NEW SEPARATION DATE OF REDEPLOYMENT DATE PLUS 90 DAYS. SEE PARA 8 FOR EXCEPTIONS.
D. SOLDIERS ASSIGNED TO THE UNIT AS INDIVIDUAL REPLACEMENTS AFTER THE EFFECTIVE DATE WILL BE SUBJECT TO THE AA UNIT STOP LOSS/STOP MOVEMENT PROVISIONS AND WILL HAVE THEIR ETS ADJUSTED ACCORDINGLY.
E. SOLDIERS WITH ETS DATE ADJUSTMENT CONCERNS SHOULD BE REFERRED TO THEIR SERVICING CAREER COUNSELOR FOR ASSISTANCE. CAREER COUNSELORS HAVE BEEN PROVIDED GUIDANCE ON UPDATING ETS/RETIREMENT DATES FOR ENLISTED SOLDIERS SUBJECT TO STOP LOSS.
F. SOLDIERS SCHEDULED FOR NCOES TRAINING WILL ATTEND PRIOR TO/OR POST DEPLOYMENT.
G. SOLDIERS SUBJECT TO UNIT STOP LOSS WILL REMAIN COMPETITIVE FOR PROMOTION AND SCHOOL SELECTION BY A HQDA CENTRALIZED SELECTION BOARD IAW AR 600-8-19 AND ELIGIBILITY GUIDANCE.
7. PART II FOR OFFICERS (COMMISSIONED AND WARRANT)
A. OFFICER AND WARRANT OFFICERS WHO ARE CURRENTLY ON ASSIGNMENT INSTRUCTIONS WILL BE DELETED, DEFERRED, STABILIZED, OR HAVE THEIR DEROS ADJUSTED BY HRC OPMD AS COORDINATED WITH LOCAL COMMANDERS. DEFERRED ASSIGNMENT INSTRUCTIONS WILL HAVE A REPORT DATE NET THE UNIT REDEPLOYMENT DATE PLUS 90 DAYS. OFFICERS NOT ON ASSIGNMENT INSTRUCTIONS (AI) BUT ASSIGNED TO AN AFFECTED UNIT WILL BE STABILIZED WITH THE UNIT THROUGH REDEPLOYMENT PLUS 90 DAYS. ANY NEW ASSIGNMENT INSTRUCTIONS WILL HAVE A REPORT DATE NOT EARLIER THAN (NET) THE UNIT REDEPLOYMENT DATE PLUS 90 DAYS.
B. THE RETIREMENT, REFRAD, RESIGNATION OR DISCHARGE OF AN OFFICER WHO HAS TWICE FAILED SELECTION FOR PROMOTION AND WHO HAS DECLINED SELECTIVE CONTINUATION AFTER BEING OFFERED SUCH CONTINUATION WILL BE TREATED AS A VOLUNTARY RETIREMENT, REFRAD, RESIGNATION OR DISCHARGE FOR THE SPECIFIC PURPOSES OF THIS MESSAGE, THUS, STOP LOSS WILL APPLY. UNIT STOP LOSS DOES NOT APPLY TO OFFICERS TWICE NON-SELECTED FOR PROMOTION WHO ARE NOT SUBSEQUENTLY SELECTIVELY CONTINUED FOR FURTHER SERVICE ON ACTIVE DUTY. STOP LOSS WILL ALSO NOT APPLY TO OFFICERS WHO ARE TWICE NONSELECTED FOR PROMOTION AND ARE SELECTED FOR SELCON BUT HAVE ALREADY CONDUCTED FINAL OUTPROCESSING ON OR BEFORE THE EFFECTIVE DATE OF AA UNIT STOP LOSS PER PARAGRAPH 3 ABOVE.
C. FOR OFFICERS WITHOUT AN ECUR DATE, NO ACTION IS NECESSARY TO RETAIN ON ACTIVE DUTY (EXCEPT AS NOTED IN PARA 8). THOSE OFFICERS WITH APPROVED RETIREMENT/REFRAD/RESIGNATION/ DISCHARGE DATES WILL HAVE THEIR ORDERS AMENDED BY THEIR INSTALLATION TO A DATE 90 DAYS AFTER REDEPLOYMENT.
D. FOR OFFICERS WITH AN ECUR DATE, THE ECUR DATE WILL BE CHANGED TO REDEPLOYMENT PLUS 90 DAYS IN THE TAPDB BY HRC. OFFICERS’ ECUR DATES AND DELAY IN SEPARATION REASON CODE (DLSEPR) “S” (STOP LOSS) WILL BE CHANGED IN THE TAPDB BY HRC. THESE CHANGES WILL BE AUTOMATICALLY POSTED TO THE DJMS, DEERS, AND EMILPO. INSTALLATIONS SHOULD SEE ECUR DATES CHANGE IN EMILPO BY NOT LATER THAN 10 DAYS AFTER THE EFFECTIVE DATE OF STOP LOSS OR WITHIN 10 DAYS AFTER HRC HAS BEEN NOTIFIED THAT THE UNIT HAS BEEN ALERTED FOR DEPLOYMENT. COMMANDERS AND INSTALLATIONS WILL NEED TO SPECIALLY MANAGE THEIR OFFICERS AFFECTED BY STOP LOSS TO ENSURE THEY DO NOT SEPARATE PRIOR TO THE TERMINATION OF STOP LOSS.
E. OFFICERS SUBJECT TO THIS STOP LOSS / STOP MOVE PROGRAM ARE NOT ELIGIBLE TO APPLY FOR THE FY04 ARMY NATIONAL GUARD COMBAT REFORM INITIATIVE PROGRAM (ANGCRI).
8. EXCEPTIONS TO STOP LOSS/STOP MOVE:
A. THIS MESSAGE DOES NOT AFFECT RC UNIT STOP LOSS.
B. AA SOLDIERS WHO WERE AFFECTED BY THE ARMY’S ALL-COMPONENT, 12-MONTH, SKILL BASED STOP LOSS POLICY OR THE PREVIOUSLY IMPLEMENTED AC UNIT STOP LOSS PROGRAM.
C. SOLDIERS ON TRANSITION LEAVE, LEAVE EN ROUTE TO PCS, CLEARED THE INSTALLATION/TRANSITION CENTER, OR WHO HAVE SHIPPED ANY PORTION OF THEIR HOUSEHOLD GOODS.
D. SOLDIERS WITH A MANDATORY RETIREMENT DATE WILL BE RETURNED TO HOME STATION 90 DAYS PRIOR TO SEPARATION OR RETIREMENT TO ENSURE SUFFICIENT TRANSITION PROCESSING. (NOTE: ENLISTED RETENTION CONTROL POINTS (RCP) ARE NOT MANDATORY RETIREMENTS, EXCEPT SOLDIERS WITH 30 YEARS AFS OR AGE 55).

O. SOLDIERS ON ASSIGNMENT INSTRUCTIONS FOR THE FOLLOWING:
(1) STRYKER BRIGADE COMBAT TEAMS (SBCT).
(2) ARSOF ACCESSION COURSES. THE ARSOF SELECTION AND ASSESSMENT COURSES INCLUDE SPECIAL FORCES ASSESSMENT AND SELECTION, SPECIAL FORCES QUALIFICATION COURSE, SPECIAL OPERATIONS AVIATION ASSESSMENT PROGRAMS, SPECIAL MISSION UNIT ASSESSMENT PROGRAMS, THE RANGER INDOCTRINATION PROGRAM AND/OR THE RANGER ORIENTATION PROGRAM. SOLDIERS WHO HAVE SUCCESSFULLY COMPLETED THE ARSOF ACCESSION COURSES WILL PCS AS SCHEDULED.
(3) SOLDIERS IN EXCESS OF 100% DEPLOYABLE UNIT REQUIREMENTS MAY BE REQUIRED TO PCS TO MEET OTHER ARMY OPERATIONAL REQUIREMENTS. REQUESTS FOR EXCEPTIONS TO POLICY FOR SOLDIERS WILL BE SUBMITTED THROUGH THE MACOM TO CDR, HRC (APPROPRIATE OFFICE SYMBOL). REQUIREMENTS WILL BE DETERMINED DURING THE INITIAL VTC OR PMAT VISIT.
(4) WOCS, AND OCS.
(5) AMEDD PROFESSIONAL SCHOOLS INCLUDING FLIGHT, NURSING, PHYSICIAN’S ASSISTANT AND LONG TERM HEALTH EDUCATION AND TRAINING.
(6) CENTRAL SELECTION LIST (CSL) COMMANDS:
(A) COMMANDERS AT BATTALION AND BRIGADE LEVEL WILL NOT CHANGE COMMAND WHILE DEPLOYED. THE INTENT IS TO ALLOW COMMANDERS AND SOLDIERS TO COMPLETE THE DEPLOYMENT TOGETHER AS A TEAM. GENERAL OFFICER (GO) COMMANDERS OF CSL UNITS WILL DETERMINE WHETHER TO CHANGE COMMANDERS BEFORE OR AFTER DEPLOYMENT. COMMANDERS WILL SUBMIT AN OFFICIAL REQUEST AS SOON AS POSSIBLE AFTER THE UNIT RECEIVES THE ALERT FOR DEPLOYMENT. SUBMIT THE REQUEST THROUGH THE MACOM COMMANDER AND CG, HUMAN RESOURCES COMMAND (HRC), FOR CSA’S APPROVAL. GO COMMANDERS SHOULD SUBMIT REQUESTS AS PACKAGED PLANS RATHER THAN INDIVIDUAL UNIT ACTIONS. (B) OFFICERS SLATED TO ASSUME CSL COMMAND IN FY04 IN NON-OIF 2 AND OEF 5 UNITS WILL PCS AS SCHEDULED.
(7) CSM/SGM WILL BE HANDLED ON A CASE BY CASE BASIS BETWEEN THE MACOM CSM/G-1 AND CSM/SGM BRANCH, AHRC.
P. THOSE INDIVIDUAL SOLDIERS ON DUTY WITH OIF2, OEF5, OR TRANSITION UNITS THAT JOINED THE UNIT ON A TCS, TDY, OR ATTACHMENT ORDER.
9. SOLDIERS WHO ARE AFFECTED BY STOP LOSS/STOP MOVE WILL CONTINUE TO RECEIVE PAY AND ALLOWANCES WITHOUT INTERRUPTION UNTIL RETIRED/REFRAD/DISCHARGED. COMMAND INVOLVEMENT IS DIRECTED TO ENSURE INSTALLATIONS COORDINATE ALL OTHER PAY-RELATED ACTIONS WITH THEIR LOCAL FINANCE OFFICE; AND ENSURE FURTHER COORDINATION WITH THE APPROPRIATE AGENCIES RESPONSIBLE FOR TRANSITION PROCESSING, PRE-SEPARATION COUNSELING AND ACAP SERVICES, ID CARDS, AND FAMILY SUPPORT ISSUES. SOLDIERS (AND FAMILY MEMBERS) WHO WERE PENDING VOLUNTARY SEPARATION AND NOW ARE AFFECTED BY STOP LOSS WILL HAVE NEW ID CARDS ISSUED. SOLDIERS WHO ARE AFFECTED BY STOP LOSS MUST INITIATE ARMY CAREER AND ALUMNI PROGRAM (ACAP) SERVICES PRIOR TO DEPLOYMENT AND RECEIVE THE REQUIRED PRE-SEPARATION COUNSELING (DD FORM 2648) AS MANDATED BY TITLE 10 U.S.C EMPLOYMENT ASSISTANCE SERVICES WILL BE AVAILABLE UPON RETURN FROM DEPLOYMENT.

(A) NON-REENLISTMENT OR RECLASSIFICATION. UPON ESTABLISHMENT OF A REDEPLOYMENT DATE, HRC-EPMD WILL BEGIN SELECTING SOLDIERS FOR ASSIGNMENT AT 4 MONTHS PRIOR TO REDEPLOYMENT DATE. ASSIGNMENT REPORTING DATES WILL BE ESTABLISHED NET 90 DAYS BEYOND THE REDEPLOYMENT DATE.
(B) REENLISTMENT OR RECLASSIFICATION. CAREER COUNSELORS WILL IDENTIFY SOLDIERS WHO REQUIRE RESCHEDULING OF TRAINING 90 DAYS PRIOR TO REDEPLOYMENT TO HRC (AHRC-EPR).
11. EXCEPTIONS TO POLICY: COMMANDER, HRC, (TJAG OR CHAPLAIN FOR SPECIAL BRANCH OFFICERS) REMAINS THE APPROVAL AUTHORITY FOR EXCEPTIONS TO POLICY AND THIS AUTHORITY MAY NOT BE FURTHER DELEGATED. SOLDIERS WHO HAVE COMPELLING AND/OR COMPASSIONATE REASONS OR WHOSE RETIREMENT OR SEPARATION WOULD BE IN THE BEST INTEREST OF THE SERVICE MAY SUBMIT A REQUEST FOR EARLIER RELEASE WITH COMPLETE JUSTIFICATION THROUGH COMMANDER HRC, ATTN: (APPROPRIATE OFFICE SYMBOL), 200 STOVALL STREET, ALEXANDRIA, VA 22332.
12. TRANSITION CENTER/RETIREMENT SERVICE OFFICES WHO ISSUE ORDERS ON SOLDIERS AFFECTED BY THIS MESSAGE MUST SUBMIT A COPY OF THE AMENDMENT ORDER TO DFAS (U.S. MILITARY RETIREMENT PAY, P. O. BOX 7130, LONDON, KY 40742-7130 FAX: 1 800-469-6559) TO ENSURE ACTIVE DUTY PAY CONTINUES.
13. EMILPO ACTIONS – PERSONNEL ACCOUNTING:
A. TEMPORARY CHANGES OF STATION (TCS). INDIVIDUAL REPLACEMENTS REASSIGNED IN TEMPORARY CHANGE OF STATION (TCS) STATUS WILL BE ASSIGNED USING ORDERS FORMAT 401. DO NOT SUBMIT DEPARTURE OR ARRIVAL ACTIONS IN EMILPO FOR TCS SOLDIERS. TCS SOLDIERS REMAIN ASSIGNED TO THEIR HOME STATION UNITS AND GAINING TCS COMMANDERS WILL ATTACH TCS SOLDIERS IN EMILPO. THE GAINING UNIT WILL ENSURE THE TCS ATTACHMENT REASON CODE ‘D’ IS REPORTED IN THE ATTACHMENT ACTION. EMILPO RELEASE FROM ATTACHMENT ACTIONS WILL BE SUBMITTED WHEN SOLDIERS DEPART THE TCS UNIT. HOME STATION UNITS MUST SUBMIT EMILPO DUTY STATUS ‘TDY’ ACTIONS FOR TCS SOLDIERS.
B. UNIT DEPLOYMENT. DEPLOYED UNITS REMAIN ASSIGNED TO HOME OR MOBILIZATION STATION. NO EMILPO PERSONNEL ACCOUNTING ACTIONS ARE AUTHORIZED TO RECORD UNIT DEPLOYMENTS AND REDEPLOYMENTS.
14. ASSIGNMENT/STABILIZATION POLICY:
A. SHORT NOTICE PCS MOVES MAY BE REQUIRED TO MEET DEPLOYMENT SCHEDULES. EVERY EFFORT WILL BE MADE TO NOTIFY INDIVIDUALS AND MITIGATE PERSONAL HARDSHIPS.
B. DEPARTMENT OF THE ARMY GOAL FOR BOTH PCS STABILIZATION AND STABILIZATION ON RETURN FROM DEPLOYMENT IS A MINIMUM OF 90 DAYS. OCONUS DEROS WILL BE ADJUSTED TO REFLECT THIS POLICY. SOLDIERS MAY WAIVE STABILIZATION IN ORDER TO ACCEPT ASSIGNMENT, SCHOOLING, OR REENLISTMENT OPPORTUNITIES.
(1) SOLDIERS CAN VOLUNTEER TO ACCEPT CONUS OR OCONUS ASSIGNMENT.
(2) FIRST GENERAL OFFICER (GO) IN SOLDIERS’ CHAIN CAN TERMINATE STABILIZATIONS BASED ON IMMEDIATE AND CRITICAL OPERATIONAL NEEDS.
15. SERVICE REMAINING REQUIREMENTS:
A. SOLDIERS ON ASSIGNMENT TO A UNIT IDENTIFIED FOR DEPLOYMENT WILL BE REENLISTED OR EXTENDED TO COMPLETE THE DEPLOYMENT PLUS 90 DAYS. THIS WILL OCCUR BEFORE PCS. SOLDIERS ON SECOND OR SUBSEQUENT ENLISTMENT REFUSING TO TAKE ACTION ARE REQUIRED TO SIGN A DECLINATION OF CONTINUED SERVICE STATEMENT (DCSS).
B. SOLDIERS CURRENTLY ASSIGNED TO A DEPLOYED/DEPLOYING UNIT MAY REENLIST FOR ANY OPTION OTHERWISE QUALIFIED FOR. IF THE OPTION INVOLVES MOVEMENT OUT OF A UNIT, MOVEMENT DATE MUST BE 3 MONTHS PRIOR TO DEPLOYMENT DATE OR AFTER DEPLOYMENT.
16. PERSTEMPO: THE ARMY’S PERSTEMPO DATABASE IS THE OFFICIAL DATABASE OF RECORD FOR ALL DEPLOYMENTS. THE ACCURACY OF PERSTEMPO DATA IMPACTS DECISIONS AND PROCESSES THAT AFFECT INDIVIDUAL SOLDIERS AND THE ARMY AS A FIGHTING FORCE. AMONG OTHER THINGS, THE DATA WILL BE USED FOR ANALYSIS OF PERSONNEL ASSIGNMENTS, DEPLOYMENTS, AND FORCE STRUCTURE IMPACTS. THE PERSTEMPO APPLICATION IS THE OFFICIAL SYSTEM OF RECORD FOR INDIVIDUAL SOLDIER DEPLOYMENTS. WHEN THE DATA IS USED IN CONJUNCTION WITH OTHER ARMY SYSTEMS, IT ENABLES SOUND MANAGEMENT DECISIONS IN THE BEST INTERESTS OF SOLDIERS AND THE ARMY.
A. HIGH DEPLOYMENT PER DIEM (HDPD) WAIVER SUSPENSION REMAINS IN EFFECT. THE ACCUMULATION OF DEPLOYMENT DAYS FOR THE PURPOSES OF DETERMINING ELIGIBILITY FOR HDPD AND REQUIREMENTS FOR GENERAL OFFICER MANAGEMENT ARE SUSPENDED, HOWEVER, REQUIREMENTS TO TRACK AND REPORT PERSTEMPO REMAIN IN EFFECT.
B. UPON DEPLOYMENT, COMMANDERS WILL ENSURE THAT PERSTEMPO TRANSACTIONS ARE SUBMITTED IN PERSTEMPO. PERSTEMPO FORWARDS A DEPLOYMENT TRANSACTION TO THE AHRC TOTAL ARMY PERSONNEL DATABASE (TAPDB) WHICH RECORDS DEPLOYMENT INFORMATION TO SOLDIERS’ TAPDB RECORD. FOR AA SOLDIERS, SUBMIT PERSTEMPO ACTIONS IN THE PERSTEMPO WEB APPLICATION. FOR AA SOLDIERS ASSIGNED TO CONUS AND DEPLOYED OVERSEAS, THE DEPLOYMENT TRANSACTION (WHEN PROCESSED) WILL AUTOMATICALLY ADJUST THE SOLDIERS’ AEA TO CODE “N” (DEPLOYED SOLDIER).
C. REDEPLOYMENT – ALL COMPONENTS, COMMANDERS MUST ENSURE THAT REDEPLOYMENTS AND SUBSEQUENT ADJUSTMENTS TO DEPLOYMENT PERIOD ARE PROPERLY REPORTED IN PERSTEMPO.
17. THE FINAL APPROVAL AUTHORITY TO LIFT THE UNIT STOP LOSS IN PART OR IN TOTAL IS THE ACTING SECRETARY OF THE ARMY. AFTER UNIT MAIN BODY ONE REDEPLOYMENT, SOLDIERS WHO ELECT TO SEPARATE FROM SERVICE WILL RECEIVE UP TO 90 DAYS FOR TRANSITION ACTIVITIES. APPROVAL TO LIFT STOP MOVEMENT RESTS WITH HQDA (DCS, G-1). AFTER UNIT MAIN BODY ONE REDEPLOYMENT, HQDA ASSIGNMENT AUTHORITIES (CDR, AHRC, TJAG, CHAPLAIN) WILL ATTEMPT TO PROVIDE AT LEAST A 90 DAY PERIOD OF STABILIZATION BEFORE THE SOLDIER IS REQUIRED TO EXECUTE A PCS. EXPIRATION DATE FOR THE ARMY’S STOP LOSS/STOP MOVE PROGRAM CANNOT BE DETERMINED AT THIS TIME.
