MILPER MESSAGE NUMBER : 04-053 AHRC-PL-CO EXPAND COVERAGE OF THE CURRENT ACTIVE ARMY (AA) STOP LOSS/STOP MOVEMENT PROGRAM

MILPER MESSAGE NUMBER : 04-053 AHRC-PL-CO EXPAND COVERAGE OF THE CURRENT ACTIVE ARMY (AA) STOP LOSS/STOP MOVEMENT PROGRAM

REFERENCE: HQDA MESSAGE, DTG: 062051Z JAN 04 FROM DAPE-MPE, SUBJ: EXPAND COVERAGE OF THE CURRENT (NOVEMBER 2003) ACTIVE ARMY (AA) STOP LOSS/STOP MOVEMENT PROGRAM

1. THE PURPOSE OF THIS MESSAGE IS TO PROVIDE THE PROCEDURAL GUIDANCE FOR IMPLEMENTATION OF THE EXPANSION OF THE CURRENT (NOV 03) AA UNIT SL/SM PROGRAM WHICH WAS APPROVED BY THE ACTING SECRETARY OF THE ARMY ON 2 JANUARY 2004. FOR THE PURPOSES OF THIS MESSAGE, THE TERM “ACTIVE ARMY” MEANS THOSE UNITS OF THE ARMY NOT PART OF THE RESERVE COMPONENTS. THE TERM “SOLDIER” IS APPLICABLE TO BOTH ENLISTED AND OFFICER PERSONNEL UNLESS OTHERWISE SPECIFIED.

A. THIS EXPANDED SL/SM PROGRAM WILL COVER ALL SOLDIERS ASSIGNED TO OIF1 AND OEF4 UNITS ALREADY DEPLOYED.

B. TO ENSURE PERSONNEL LOSSES FROM THE DEPLOYED OIF1 AND OEF4 UNITS CAUSED BY SEPARATIONS AND PCS DO NOT ADVERSELY AFFECT FORCE READINESS AND COMBAT CAPABILITY, IT IS NECESSARY TO EXPAND THE AA UNIT SL/SM COVERAGE TO ALL DEPLOYED OIF1 AND OEF4 UNITS. ADDITIONALLY, THIS EXPANDED COVERAGE WILL FACILITATE RESETTING THE FORCE, COMPLEMENT THE FORCE STABILIZATION INITIATIVE IN FY04, AND PROVIDE EQUITY BETWEEN COMPONENTS WITH RESPECT TO STOP LOSS/STOP MOVEMENT.

C. THIS EXPANDED PROGRAM IS EFFECTIVE THE DATE OF THIS MESSAGE AND CONTINUES THROUGH THE REDEPLOYMENT OF THE OIF1 AND OEF4 UNITS TO THEIR PERMANENT DUTY STATIONS, PLUS A MAXIMUM OF 90 DAYS. THE 90-DAY MAXIMUM PERIOD FOLLOWING REDEPLOYMENT PERMITS SOLDIERS TO PROCESS FOR SEPARATION OR RETIREMENT FROM THE ARMY AND/OR A PERIOD OF STABILIZATION FOR THOSE SOLDIERS BEING ORDERED ON A PCS TO THEIR NEXT ASSIGNMENT. COMMANDERS MUST BE PRO-ACTIVE TO ENSURE THAT SOLDIERS COMPLETE REQUIRED SEPARATION ACTIONS AND/OR PCS REQUIREMENTS AND ALLOW THEM TO DEPART THE ORGANIZATION AS SOON AS POSSIBLE UPON REDEPLOYMENT WITHIN THE 90 DAYS. WHERE APPLICABLE, OCONUS ASSIGNED SOLDIERS WILL HAVE THEIR DEROS ADJUSTED TO THEIR UNIT’S REDEPLOYMENT DATE PLUS 90 DAYS, TO INCLUDE THOSE SOLDIERS SERVING UNDER A PREVIOUS INVOLUNTARY FOREIGN SERVICE TOUR EXTENSION (IFSTE).

D. IMPLEMENTATION OF THIS EXPANDED POLICY WILL NOT ALTER THE ROTATION SCHEDULE APPLICABLE TO THE OIF1 AND OEF4 UNITS. THERE IS NO INTENT TO RETAIN THE UNITS IN THE THEATER BEYOND THEIR SCHEDULED REDEPLOYMENT TO THEIR PERMANENT DUTY LOCATIONS.

E. AA SOLDIERS WHO WERE PREVIOUSLY AFFECTED BY THE ALL COMPONENT, 12-MONTH SKILL-BASED STOP LOSS PROGRAM AND THE AA UNIT STOP LOSS PROGRAM (IMPLEMENTED FEB 03 AND LIFTED MAY 03) ARE ALSO SUBJECT TO THE PROVISIONS OF THIS EXPANDED PROGRAM.

2. REPORTING REQUIREMENTS:

A. IN ORDER TO FACILITATE IMPLEMENTATION OF OIF1/OEF4 STOP LOSS/STOP MOVE, MACOMS MUST PROVIDE THE FOLLOWING INFORMATION: MACOM, MAJOR SUBORDINATE COMMAND (MSC), COMPANY LEVEL UIC, COMPONENT, OPERATION NAME, AND DATE OF PROJECTED REDEPLOYMENT. UIC’S MUST BE LISTED BY BRIGADE COMBAT TEAM TASK ORGANIZATION OR BY DIVISION FOR DIVISIONAL ASSETS.
