1. THIS MILPER MESSAGE WILL EXPIRE NLT 18 DECEMBER 2005.
2. SPECIAL INSTRUCTIONS: THIS MESSAGE ANNOUNCES ADDITIONAL SRB/TSRB AND IS IN ADDITION TO THOSE MOS ANNOUNCED IN MILPER MSGS 03-187, 03-204, 03-254, 03-256, 04-008, AND 04-020, AND WILL BE BROUGHT TO THE IMMEDIATE ATTENTION OF ALL COMMANDERS, REENLISTMENT OFFICES, RECRUITERS, AND FINANCE AND ACCOUNTING OFFICES. THIS MESSAGE ANNOUNCES CHANGES TO THE SRB PROGRAM. THE EFFECTIVE DATE IS 18 DECEMBER 2003.
3. THE REGULATORY GUIDANCE FOR THIS MESSAGE IS AR 601-280. NORMAL SRB RULES APPLY, AS EXAMPLE: SOLDIERS IN THE GRADE E-4 OR E-4(P) ARE NOT ELIGIBLE FOR ZONE B BONUS.
4. ADDITIONAL GUIDANCE FOR DFAS: TO AVOID FUTURE CLAIMS
OF ERRONEOUS OR UNFULFILLED COMMITMENTS, REQ CDR DFAS ENSURE THAT ALL FAO’S ARE KNOWLEDGEABLE OF THE CONTENTS OF THIS MESSAGE.
5. WHEN MOS HAS A BONUS AS OUTLINED IN REFERENCES ABOVE, SOLDIER IS NOT ENTITLED TO BOTH MOS AND LUMP SUM BONUS. HOWEVER, SOLDIER IS ENTITLED TO THE BONUS EQUALING THE HIGHER AMOUNT.
6. RETROACTIVE TO 1 OCTOBER 2003 THROUGH 17 DECEMBER 2003 SOLDIERS IN GRADES E-4 THROUGH E-6 TO INCLUDE PFCS WHO WERE ELIGIBLE IAW AR 601-280, PARA 5-6B(3), IN ZONES A AND B ASSIGNED OR ATTACHED TO DEPLOYED UNITS IN AFGHANISTAN, KUWAIT OR IRAQ WHO REENLISTED AND RECEIVED AN SRB WHOSE BONUS EQUALED LESS THAN THE AMOUNT OF THIS LUMP SUM BONUS HAVE THE OPTION OF RECEIVING THE LUMP SUM PAYMENT OF 1A OR 0.5B IN LIEU OF THE REGULAR SELECTIVE REENLISTMENT BONUS PROVIDED THEY MET THE ELIGIBILITY CRITERIA IN PARAGRAPH 7A THROUGH 7C BELOW. ALSO, SOLDIERS IN GRADES E-4 THROUGH E-6, TO INCLUDE PFCS WHO WERE ELIGIBLE IAW PARA 5-6B(3), AR 601-280, IN ZONES A AND B ASSIGNED OR ATTACHED TO DEPLOYED UNITS IN AFGHANISTAN, KUWAIT OR IRAQ WHO REENLISTED AND DID NOT RECEIVE AN SRB AND MET THE ELIGIBILITY CRITERIA IN PARAGRAPH 7A THROUGH 7C BELOW, ARE ELIGIBLE FOR THE OPTION OF RECEIVING THE LUMP SUM PAYMENT OF 1A OR 0.5B.
A. CAREER COUNSELORS ARE GRANTED THE AUTHORITY TO CORRECT DD FORM 4/1 TO REFLECT:
(1) ITEM 8, YEARS OF SERVICE TO 3 OR MORE YEARS, ENSURING SOLDIERS NEW ETS TAKES THEM INTO THE NEXT ZONE.
(2). ITEM 8B(2) “SRB 1A OR 0.5B”.
(3). ITEM 8B(5) “LUMP SUM BONUS IAW MILPER MESSAGE 04-034”.
(4). CORRECTED COPIES WILL HAVE THE FOLLOWING TYPED ACROSS THE TOP OF NEW DD FORM 4/1 “CORRECTED COPY IAW MILPER MESSAGE NUMBER 04-034”.

EFFECTIVE 18 DECEMBER 2003 SOLDIERS GRADES E-4 THROUGH E-6, TO INCLUDE PFCS WHO ARE ELIGIBLE IAW AR 601-280, PARA 5-6B(3), IN ZONES A AND B ASSIGNED OR ATTACHED TO UNITS IN AFGHANISTAN, KUWAIT OR IRAQ WHO REENLIST TO COMPLETE THE UNIT DEPLOYMENT, MAY REENLIST AND RECEIVE A 1A OR 0.5B LUMP SUM BONUS PAYMENT. SOLDIERS MUST MEET SRB ELIGIBILITY REQUIREMENTS AS ADDRESSED BELOW:
A. SOLDIERS MUST MEET THE REENLISTMENT ELIGIBILITY CRITERIA AS OUTLINED IN AR 601-280.
B. SOLDIERS MUST AGREE TO COMPLETE THE DEPLOYMENT WITH THE ASSIGNED OR ATTACHED UNIT IN AFGHANISTAN, KUWAIT OR IRAQ AND 12 MONTHS STABILIZATION WITH CURRENT UNIT FROM DATE OF REENLISTMENT.
