1. THIS MESSAGE APPLIES TO ACTIVE ARMY SOLDIERS.
2. EFFECTIVE 1 JANUARY 2004, THE NCOES REQUIREMENTS FOR PROMOTION PIN-ON (SERGEANT THROUGH SERGEANT FIRST CLASS) CITED IN AR 600-8-19 IS SUSPENDED UNTIL FURTHER NOTICE.
3. THE EXISTING NCOES REQUIREMENTS FOR PROMOTION RECOMMENDATION OR CONSIDERATION REMAINS IN EFFECT. SERGEANTS MUST BE PLDC GRADUATES PRIOR TO RECOMMENDATION TO STAFF SERGEANT; STAFF SERGEANT MUST BE BNCOC GRADUATES TO BE ELIGIBLE FOR SERGEANT FIRST CLASS CONSIDERATION; AND SERGEANT FIRST CLASS MUST BE ANCOC GRADUATES TO BE ELIGIBLE FOR MASTER SERGEANT CONSIDERATION.
4. EFFECTIVE 1 JANUARY 2004, SOLDIERS CURRENTLY PROMOTED CONDITIONALLY TO SERGEANT THROUGH SERGEANT FIRST CLASS BASED ON THE NCOES PROMOTION REQUIREMENT ARE CONSIDERED PROMOTED WITHOUT FURTHER CONDITION. NO PROMOTION ORDER ADJUSTMENTS ARE REQUIRED.
5. THE REQUIREMENT TO ADD THE STATEMENT OUTLINED IN AR 600-8-19, PARAGRAPH 1-27C(5) WILL NO LONGER BE INCLUDED IN THE PROMOTION ORDER.
6. SOLDIERS ADMINISTRATIVELY REDUCED PRIOR TO 1 JANUARY 2004 UNDER THE PROVISIONS OF CURRENT PROMOTION POLICIES BASED ON THEIR INABILITY TO COMPLETE THE REQUIRED NCOES COURSE ARE NOT AFFECTED BY THIS DECISION.
7. WHILE THIS POLICY SUSPENSION IS IN EFFECT, SOLDIERS WHO ELECT TO VOLUNTARILY SEPARATE OR RETIRE WILL BE CONSIDERED FULLY ELIGIBLE TO SEPARATE OR RETIRE IN THEIR CURRENT GRADE REGARDLESS OF THEIR NCOES STATUS, PROVIDED THEY ARE OTHERWISE ELIGIBLE. ADDITIONALLY, THE PROMOTION ORDER FOR SOLDIERS WHO HAVE NOT MET THE NCOES REQUIREMENT WILL INCLUDE ALARACT MESSAGE 146/2003, AR 600-8-19 AND THE APPROPRIATE CUTOFF SCORE MEMORANDUM AS THE AUTHORITY FOR THE PROMOTION.
8. PROMOTION WORK CENTERS HAVE UNTIL 31 DECEMBER 2003, TO SCREEN THE MONTHLY PROMOTION SELECTION BY-NAME LIST AND PUBLISH PROMOTION ORDERS WITH A DATE OF RANK AND EFFECTIVE DATE OF 1 JANUARY 2004 FOR SOLDIERS, PROVIDED OTHERWISE QUALIFIED, WHOSE PROMOTION WAS SUSPENDED DUE TO PRIOR NCOES FAILURE OR WHO WERE NOT CONDITIONALLY PROMOTED. CITE ALARACT MESSAGE 146/2003, AR 600-8-19 AND THE APPROPRIATE CUTOFF SCORE MEMORANDUM AS THE AUTHORITY FOR THIS PROMOTION.
9. EFFECTIVE 1 JANAURY 2004, THE USE OF NON-PROMOTION REASON CODES “A” AND “J” IS SUSPENDED. ADDITIONALLY, THE REQUIREMENT TO PROVIDE THE 90-DAY ROSTER IAW PARAGRAPH 1-27D(3) IS SUSPENDED.
10 CURRENT CONDITIONAL PROMOTION POLICY REMAINS IN EFFECT UNTIL 1 JANUARY 2004.
